In the modern era, artificial intelligence (AI) is rapidly entering all spheres of life—from education and healthcare to business, public administration, and religious practices. New challenges and questions arise: how can society be safeguarded from the harms of technology? How can ethical and religious norms be preserved amid digital transformation? What standards should define the permissible boundaries for the deployment of AI?
Islam, as a comprehensive system of values and norms, has for centuries set the standards of justice, mercy, and accountability before the Almighty. The introduction of artificial intelligence is not only a technological matter, but a profound ethical-legal challenge for the entire ummah.
Project Objectives
The mission of the Islamic Code for the Application of AI is to ensure that technological development proceeds in harmony with the Sharīʿah and moral values. To this end, we pursue three key objectives:
- Development and publication of the Islamic Code for the Application of AI—the first ethical and normative document in the world grounded in the Qur’an, the Sunnah, ijmāʿ, and contemporary international standards.
- Education of Muslims and religious leaders—publication of materials, explanations, case studies, and training programs so that everyone can navigate issues of AI ethics.
- Formation of an expert community and international dialogue—an initiative to establish the International Islamic Council on the Application of AI for collective deliberation, standard-setting, and certification of solutions.
Why is this important now?
- AI is already influencing religious practice: Islamic chatbots, learning applications, and solutions for the ḥalāl industry are emerging.
- The absence of norms creates risks: potential misinformation, breaches of privacy, and the introduction of ḥarām solutions.
- The ummah must shape the agenda: not be a passive consumer, but actively set standards and safeguard the values of Islam in the age of AI.
Our Path: Stages of the Initiative’s Development
- Building an expert brand and platform: a multilingual website launched; a repository of educational materials created; initial publications and case studies.
- Expanding the community: engaging Muslim scholars, IT experts, and students; discussing and reviewing new challenges; launching a Telegram channel and newsletters.
- Institutionalization: forming the International Islamic Council on the Application of AI; preparing to hold forums; creating a registry of ḥalāl-AI solutions; cooperating with the state, Islamic organizations, and international experts.
